Code Enforcement Officer II

City of Garland Garland, Texas $24.46 - $27.30 hourly

Position Summary

The Code Enforcement Officer II enforces City of Garland ordinances and development codes involving nuisance, health and safety, property maintenance, minimum housing requirements for single-family and multi-family residences, commercial property, and zoning.

Essential Responsibilities

  • • Respond to and investigate citizen complaints.
  • • Patrol assigned areas to identify and address code violations.
  • • Issue notices of violation, citations, inspection reports, and nuisance-abatement work orders.
  • • Help manage case files and prepare warrant and Property Standards Board cases.
  • • Conduct scheduled inspections under City ordinances, the Garland Development Code, and applicable building and residential codes.
  • • Represent the City at neighborhood meetings and in court as required.
  • • Assist with training new code inspectors and maintain required continuing education.
  • • Communicate in person and in writing with property owners and managers.
  • • Perform zoning inspections.

Minimum Qualifications

  • • 60 college credit hours or advanced training beyond high school in a related area.
  • • Four years of code-enforcement experience.
  • • Certified Code Officer II certification or another applicable certification approved by management.
  • • Elevated customer-service experience.
  • • An equivalent combination of education and experience may be considered.

Preferred Qualifications

  • • Associate degree in public administration, construction science, or a related field.
  • • ICC Zoning Inspector certification.
  • • Multilingual skills.
  • • Knowledge of zoning regulations, inspection procedures, construction standards, and code-compliance software.

Licenses and Work Environment

A valid Class C Texas driver’s license is required. ICC Zoning Inspector certification must be obtained within 12 months of hire.

This role works primarily outdoors using a City-issued vehicle, may encounter environmental hazards, and requires the ability to lift up to 50 pounds and walk on uneven or unpaved surfaces. Occasional evening or weekend work may be required.
