Job Description

This position provides support to the City by safeguarding public health and safety and protecting the integrity of neighborhoods through proactive and reactive inspections and enforcement of zoning, building, property maintenance, and other locally adopted codes and ordinances. This includes improvement and rehabilitation of environmental hazards in public and private premises by determining the presence of fire or health hazards, nuisance violations, unsafe building conditions, and violations of fire, health, building regulations, statutes, or ordinances.

Essential Duties and Responsibilities

  • Supports the City’s Strategic Plan by safeguarding public health and safety.
  • Protects the integrity of neighborhoods through proactive and reactive inspections and enforcement of zoning, building, property maintenance, and other locally adopted codes and ordinances.
  • Researches City codes, zoning ordinances, and property ownership records.
  • Investigates citizen complaints on residential and commercial properties for code and zoning violations and records findings.
  • Documents and maintains written records and photo documentation of enforcement activities to track compliance and meet legal and departmental timelines.
  • Visually inspects properties, fences, signs, dumpsters/enclosures, newspaper racks, and primary and accessory structures for compliance with building and property standards, zoning, and adopted codes.
  • Contacts property owners to schedule appointments, assist with code interpretation, and negotiate solutions for compliance.
  • Issues notices of violation, citations, administrative and seizure warrants, and conducts follow-up inspections where required.
  • Files court cases and gives expert testimony regarding City codes and violations.
  • Responds to questions and complaints and provides information to the public and City staff.
  • Performs other job-related duties as assigned. Additional work hours may be required during peak work periods.

Requirements

Knowledge of:
  • -Municipal property code enforcement laws, codes, standards, zoning, and procedures.

  • -Office software and systems including word processing, presentation, spreadsheet, and database programs.

Education & Certifications

  • High school diploma or equivalent to completion of 12th grade.
  • Two years of experience in code enforcement, customer service, property management, or a closely related field is preferred.
  • Appropriate, valid, state-issued driver’s license.
  • Valid Texas Department of Licensing and Regulation Code Enforcement Officer’s License within the first 12 months of employment.
A Code Enforcement Officer is an agent of the state or a political subdivision who engages in code enforcement and has one or more years of licensed experience in the field. A Code Enforcement Officer-in-Training has less than one year of experience and is supervised by a registered Code Enforcement Officer.

Work Environment & Physical Demands

This role may involve exposure to wet or humid conditions, moving mechanical parts, high places, fumes or airborne particles, toxic or caustic chemicals, extreme temperatures, electrical shock, explosives, radiation, vibration, and moderate to very loud noise levels. The employee is regularly required to stand, walk, sit, use hands, reach, climb, balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift or move up to 20 pounds.
